This is my third mod, I asked my friend to use it and he said it was FABulaus! Then I added more houses then finally i added a bank and sfpd hq and city hall. You type /enter to go in and /exit to go out.

The Houses are in grove street, the city hall is beside the LSPD HQ (That big white building) the bank is near the carpark in LS and SPFD HQ is beside SFPD HQ (if you cant find sfpd hq then get busted)

How to use: Put Houses, Banks.cs in your CLEO folder and Houses, Banks.fxt in your CLEO_TEXT folder ( If you dont have a cleo text folder then make one!)
