Description

This is a mod I made to make the neon’s feel more like the real ones you see in restaurant windows. this was one of the first graphical changes I made to GTA3..

This was actually released 3 years ago, but the site it was hosted on went away, lol so this is its second release, and its 3 years to the day since 6/22/02
