Installation instructions:

1. Download the latest version of SparkIV or OpenIV.
2. Open it
3. Open the playerped.rpf file located in C:/Program Files/Grand Theft Auto IV/pc/models/cdimages
4. Import the file included in this archive named uppr_diff_010_c_uni.wtd
5. Save

Note:

This mod replaces the Spyde Tracktop in navy found in the Russian Shop. Due to the fact I didn't find the shop textures yet, the jacket on the shop's rack will have the old texture.
