This is THE BUMS cleo3 mod. This mod adds some bums to some alleys in LS. They are smoking ciggarets, drinking beer, and warming themselves with the fire barrel.

They appears on those alleys in midnight.

P.S: IF YOU KILL THEM , THEY WILL NEVER APPEAR AGAIN, OR YOU CAN RELOAD THE GAME AND THEY WILL BE ALIVE AGAIN
