GTA Text Encoder was made to make conversions of data files from format to format. It can convert any Grand Theft Auto data file as well as normal Text Files (.txt) into any other file format related to Grand Theft Auto data files, text files and/or custom formats. It's a much faster way then doing it through other applications that require a lot more work to achieve the same result as GTA Text Encoder will with a few steps.
