How to install:

Using Spark IV or Open IV open file vehicles.img from folder C:/Program Files/Rockstar Games/Grand Theft Auto IV/pc/models/cdimages

Then import one by one all the files you find in folder vehicles of this zip file.

police2.wtd
polmav.wtd
predator.wtd
