Oksu's General Car Control v1.0

Features:
-Removes automatic engine ignition when entering vehicle.
-Removes automatic lights completely, also when entering vehicle.
-Allows you to set engine and lights on or off.
-Allows you to set radio volume while in-game!

Radio volume scale goes from 0 to 64, while in "Audio"-menu it will only allow much "rougher" volume change, from 0 to 17.
