Now it`s possible with open source script, it disables water collision, while water still remains.
It works for vehicles and peds including player.

Installation
- Make sure you are using this version of gta_sa.exe:

EXE size: 14 383 616 bytes
- Copy Waterworld.cs to GTA San Andreas\CLEO\
- Start the game and go underwater, make a video
