This is Niko from GTA IV, but infected with a Zombie virus. It's a completely reworked model with all new textures.

Simply open up your GTA3.IMG, replace a ped of your choice with the included model and texture file, rebuild and enjoy.

If you want to include this in another mod, or re-release on another website ASK FIRST.
