just copy the file to your gta san andreas user file and replace your old save game

TOOL YOU NEED:
1. winRAR: if you download 100% save game with format.rar (RAR FILE)
2. if you downlad 100%save game with format.zip (ZIP file), you dont have to use winRAR, but if you have winRAR program you can open ZIP file with it.
